Super Agent Ranking (SAR)
Numerous regional governments have signed an international treaty to allow a degree of autonomy for super agents to operate within legal and defence parameters of signee nations. This is all managed through a registration database. Despite this there are individuals with enhanced abilities who do not have a SAR and are considered to be vigilante agents':
SAR1
There are numerous individuals with enhanced abilities who have no desire to be 'super heroes'. Possibly because the enhancement is borderline or because they have other concerns as priority (for example, family). Nevertheless, they might still be involved in emergency services line of work (police, fire rescue, armed forces, paramedic response, disaster relief, and so forth) and often their enhanced ability is particularly suited to that line of work. As such they are licensed to utilise their abilities as required in the course of work for those purposes as specified and, in exceptional circumstances, beyond the call of duty. All first and second year cadets at Magellan are probationary SAR1.
SAR2
Many individuals with enhanced abilities and super powers chose to enter the super hero profession without training at Magellan Academy. For some it is a moot point as their application for cadetship was rejected or rescinded by the Magellan Academic Council. For others their motives, ego, conspiratorial theories or personal beliefs may have steered them away from training and cadetship. Those with a SAR2 ranking usually have no 'official' connections or interactions with law enforcement agencies or defence/security forces. Their activities are expected to remain restricted to emergency and disaster responses. Their effectiveness as a super agent will usually determine the degree to which any apprehension of criminals they undertake is tolerated by the legal and judicial systems of their country. If they are found to be involved in unauthorised activities they may be stripped of their ranking. The exception is when they are operating in partnership with, or under orders of, a SAR3 (or higher). All senior cadets at Magellan are SAR2.
SAR3
Agents with this level ranking have full access to law enforcement investigations and emergency response operations within the country they are officially based; their national security protocols are base level only (although this can be overridden by a directive from the regional Magellan unit). SAR3 have no jurisdiction or authority to act outside their country of operation except on Head of State request (usually a covert operation) or through invitation from another country's head of state or Magellan unit. Most graduates from Magellan Justice Academy receive a SAR3 as a base level ranking.
SAR4
Agents with this level ranking have full access to law enforcement investigations and emergency response operations within the country they are officially based; their national security protocols are medium level (although this can be overridden by a directive from Force Magellan). SAR4 have jurisdiction and authority to act outside their country of operation. Members of regional Magellan units (eg OzMagellan, MagellanUSA, EuroMagellan), Magellan Academic Faculty and former Force Magellan operatives are all SAR4.
SAR5
The highest ranking is available to active members of Force Magellan and the Magellan Academic Council only. It permits them to engage in criminal investigations and security operation within all signatory countries. Operations based within non-signatory countries amy be at request of the Head of State of that nation or covertly approved by signatory countries. They have rank over most military and emergency response personnel. They also have access to all top secret material and are not required to make known information they have acquired. A SAR5 also has the authority to act as an interplanetary ambassador or justice enforcer - which comes in handy when dealing with illegal alien activity. SAR5 are both team players and solo operatives. Their physical and mental prowess, and grasp of fighting technique, negotiation skills, scientific, legal and relevant procedures is of the highest possible standard. Usually their super enhancements or powers are kick-ass too! Branded elitist by some, those with a level 5 SAR are nonetheless exceptional individuals with an unwavering commitment to justice and peace and a stellar level of skill at utilising their enhanced abilities.
Non-SAR
Individuals operating as super heroes without any official status. Most commonly these are young people experiencing their abilities for the first time who may have decided to take the law or an emergency situation into their own hands. There are however a number of vigilante operatives who chose to operate outside the system, bringing their own brand of justice to those they perceive to be criminals. Some Non-SAR are decomissioned SAR whilst a rare few have evaded the system for their entire crime fighting career. A number actually see Magellan as part of a wider global conspiracy to eradicate super agents.
Super enhanced Non-SA
Those with super abilities that have no desire to use them for service to justice or emergency relief require a permit to use their abilities within their line of work (eg super strength for building, super speed for sporting, etc). Understandably, criminals and other fiends tend to avoid registration!
